Notice is hereby given that, pursuant to the New Jersey Public Contracts Law, New Jersey Local Unit Pay to Play Law, and Local Ordinances, request for proposals will be received by the Municipal Clerk’s Office of the Township of Medford, Burlington County, New Jersey.  Proposals must be made in the manner designated in the specifications.

Public notice is hereby given by the Township of Medford that sealed bids will be received by the Township Clerk at the Township of Medford Municipal Building, 17 North Main Street, Medford, NJ 08055 for the COLLECTION AND DISPOSAL of SOLID WASTE for the Township of Medford. Specifications and proposal forms may be obtained from the Township of Medford Clerk’s Office on or after Thursday, October 8, 2020, during the hours of 8:30 A.M. through 4:00 P.M. or by click HERE          

Bids shall be submitted in a sealed envelope with the name and address of the bidder clearly identified on the outside of the envelope, together with the notation “SEALED BID FOR SOLID WASTE COLLECTION AND DISPOSAL”.

Said bids will be received by the Township Clerk until 10:00 A.M., Tuesday, December 8, 2020, at the Township of Medford Municipal Building, 17 North Main Street, Medford, NJ 08055 at which time the bids will be publicly opened and read.  

A non-mandatory Pre-bid conference will be held at the Township of Medford Public Safety Building, 91 Union Street, Medford, NJ 08055 on Tuesday, November 10, 2020 at 10:00 A.M.         

All bids must be accompanied by a either a certified check, cashier's check or a bid bond, issued by a surety licensed or authorized to do business in the State of New Jersey, payable to the Township of Medford, in an amount not less than ten percent (10%) of the amount bid, not to exceed $20,000.00, as well as a Consent of Surety binding the surety to furnish performance and payment bonds as required in the Instructions to Bidders, together with all documents required in the bid package. Bidders are required to comply with the requirements of P.L. 1975 C.127 (Affirmative Action). In compliance with P.L. 1977, C.33 the Bid must state whether or not and shareholders hold more than ten percent (10%) interest in the bidding corporation or partnership, and if so, must state such shareholder’s or partner’s name and addresses.  No bid may be withdrawn without the consent of the Township of Medford for a period of sixty (60) days after the time for opening of bids has passed.
The Township of Medford reserves the right to reject any or all bids in accordance with the Local Public Contracts Law.

Notice is hereby given by the Township of Medford that sealed bids for SOLID WASTE COLLECTION AND DISPOSAL for the Township of Medford, County of Burlington, State of New Jersey, will include an acknowledgement of ADDENDUM #1.  The ACKNOWLEDGEMENT OF RECEIPT OF ADDENDA form included in the bid specifications must be completed and submitted as part of the bid. The Addendum shall become part of the original specifications and is attached thereto.         

  • New housing developments:  Timber Ridge at Medford, 85 Single Family and 102 Townhomes currently under construction. Autumn Park, 46 Townhomes, site approvals just granted. Medford Walk, 30 Townhomes will be on Planning Board agenda early 2021. Hidden Creek, 6 Single Family lots approved.

  • Database of carts owned by the incumbent. Database can be obtained by contacting Robin Sarlo at or (609) 654-2608 X 337. The approximate number of carts is 2600. Contractor will be responsible for supplying carts to these locations. Carts purchased by new residents or residents that purchased a second cart shall stay with the resident and the Contractor will not be required to supply a cart at the start of the contract.

Request for Quotes
Medford Township Snow Plowing Services


The Township of Medford is seeking quotes for the removal of snow and ice from public roadways during the 2020-2021 winter season, December 5, 2020 through April 30, 2021.  Quotes are to be an all-inclusive hourly rate for one truck with snow plow and operator.  Quotes must be returned by December 4, 2020.

Vendor Requirements:  

The contractor shall supply all personnel, vehicles, equipment, and necessary apparatus to perform the requirements of work detailed in these specifications including, but not limited to, plow trucks, operators and/or drivers, fuel, oil, ballast, chains, repairs, insurance, and supervision as required.  The contractor shall not receive compensation for those hours during which equipment or vehicles fail to operate due to mechanical problems or absence of work crew.   

Contractor shall provide the Township Director of Neighborhood Services or his designee with the name and phone number for a company representative that can be reached twenty-four (24) hours per day, seven (7) days a week during the snow season.  Contractor will begin plowing operations within 90 minutes of being so directed by the designated Township representative.  At no time will the Contractor begin operations prior to receiving authorization from the Township Department of Neighborhood Services.  Verbal notification shall include leaving a message on the contractor’s designated phone, at which time the response clock will begin.  The contractor will acknowledge receipt of the message and provide an estimated start time.   

The Contractor shall be liable for any damage to property along the Township roadway including curbing, signs, and mailboxes that arise out of or in connection with the performance of the work.  Any damage incurred should be immediately reported to the Department of Neighborhood Services designee.  All motor vehicle accidents shall be immediately reported to the police.   

Snow plow operators shall maintain a valid driver’s license appropriate to the type of vehicle being operated.   

Contractor is responsible for pushing snow off roadways.  All roadways assigned to the Contractor shall be cleared “curb-to-curb,” as close to the roadway surface as possible.  The Contractor will notify the designated Township representative when a development/neighborhood is complete.  The Contractor will not be responsible for application of salt or other de-icing material.   

Upon award of work, Contractor shall supply the Township with a Business Registration Certificate and Certificate of Insurance naming the Township of Medford as an additional insured.  


Two to three (2 to 3) pickup trucks with four-wheel drive and a maximum 10,000 GVRW.  Each truck shall be equipped with either straight or tapered right hand discharge plow blades minimum 8 feet wide, traction grip tires, and sufficient ballast to perform the work.  Contractor shall notify the Director of Neighborhood Services if the plows are equipped with steel or rubber edges.  It will not be acceptable to substitute skid-steer or front-end loaders for the specified equipment.   

All equipment will be capable of sufficiently plowing at least six-inches of snow at a time.    

All vehicles shall be properly registered and insured as required by New Jersey Motor Vehicle Statutes.  The successful contractor will provide proof to the Township upon award.   


The contractor will be responsible to clear snow from roadways and public cart-ways in the following areas of Medford Township as designated by the Department of Neighborhood Services designee: 

  • Taunton Trace – North and South Middlegate Drive, all public cart-ways in courts.  Contractor is not responsible for clearing the parking areas. 

  • Medford Commons – Barnstable Drive, Meadowbrook Lane, Golf View Drive (to entrance of Medford Village Country Club), and all courts and cul-de-sacs. 

  • Springhouse Development – Springhouse Drive, Garwood Court, and all adjacent courts and cul-de-sacs

  • Medford Meadows – Trotter Drive, Saddler Drive, Cantor Court, and Tybourne Court

  • Medford Mews, The Clusters at Turtle Creek, and Governor’s Walk – Turtle Creek Drive between CR541 and Hilltop Lane, Hilltop Lane, Corlen Court, Corkery Lane, Summerhill Lane, Dorset Drive, Cropwell Lane, Congress Circle, William Penn Circle, Wiltsire Court, and Winthrop Court.  Contractor is not responsible for clearing parking areas. 

  • Medford Chase – Tolkien Passage, Milton Drive, Burke Drive, and all adjacent courts and cul-de-sacs

  • Brookside at Medford – Chaucer Lane, Melville Drive, and Hobbes Court

  • Wyngate – Moorlinch Boulevard, Harlow Drive, Bedford Drive, Appleby Boulevard, Mitchell Court, Brinklow Court, Derby Court, and Keswick path

Dependent upon conditions, contractor may be requested to service more or less area. 

When deemed necessary, the Director of Neighborhood Services or his designee reserves the right to supplement areas to be serviced with additional equipment from the Township resources or an outside contractor. 


Contractor shall invoice the Township within ten days of completion of work for a storm.  The invoice must include date worked, hours worked, area plowed, hourly rate, and total due.  Upon receipt of the invoice and signed purchase order voucher, the Township will submit payment within 45 days.
