RESOLUTIONS

 

Resolution 61-2012 - “Adopting the 2012 Year Municipal Budget.”  Council held the public hearing at the 4/26/12 Council meeting. 

 

Note: Adoption is subject to State Review and Approval of Budget.  If State has not provided

 approval by meeting date, action is tabled pending State approval.

 

Resolution 69-2012“Authorizing Sale of Surplus Property on GovDeals.com” The Township recently used GovDeals as a component of its 2012 budget.  Proceeds were projected in the 2012 at $30,000 with the auction yielding $50,000 +/-.  This will be the fourth sale of surplus property that has occurred on GovDeals.com and the Township has had great success in the sale of all items that have gone up for auction.

 

Resolution 70-2012“Authorizing and Establishing a Lien for Expenses Pursuant to NJSA 26:3-54, NJSA 40:48-1.1 and NJSA 40:48-2.5 with Respect to Property at 23 Holly Drive”  The Township is seeking reimbursement in the amount of $19,448.91 in expenses incurred for legal fees, engineering, demolition, utility service disconnection, tree removal and capping of the well.

 

Resolution 71-2012 – “Authorizing the Closing of Roads in Medford for a Community Event” The Township has previously closed Main Street for various functions.  However, pursuant to New Jersey Statutes Annotated 39:4-197 a resolution is required.  The MBA Art, Wine and Music Festival is the first to utilize this format.  This is also subject to County approval.

 

Resolution 72-2012 – “Authorizing the Purchase of Energy Generation Services for Public Use” At the 4/26/12 Council meeting, Council approved Resolution 67-2012 authorizing EMEX, LLC to conduct an online auction for the purpose of the purchase of energy generation service for public use which is permitted through the Local Unit Technology Pilot Program and Study Act (P.L. 2001, c. 30). Annual estimated savings is $40,000.00.  The auction is scheduled for 12:00 PM on 5/10/12 and the results will not be known until that afternoon.  If everything is in order, this action can proceed with the Manager announcing the low bidder.”  If not, this item will be tabled.

 

 

 

MANAGER’S REPORT

               

Police Department Recognition: Browns Mills  $1.7 Million Student Loan Scam, Etc.

 

This case was recently reported on (see attached) and involved a large fraud case which our Police Department conducted and turned over to feds.  The case started in 2007.  In addition several of our Police Officers were recently recognized by the FOP.  Below are the officers and their awards.  They did some great work this year.

The Township has received Tree City USA status for the 33rd consecutive year.

 

Public Service Recognition Week

 

May 6 –May 12 is Public Service Recognition Week.  As Township Manager, I would just like to thank our public servants who do serve the Township in these challenging times.

 

National Bike Month

 

May is national bike month.

 

Brush Ordinance Amendment Status


At the 4/26/12 Council meeting, the Manager and Council discussed amending the ordinance to address requirements for collecting brush in the future.  This is just to update Council on the various comments received and next steps.

 

Proclamation: Pinelands Striders Month – June 2012

 

The Pineland Striders over the past several years have supported Gems Memorial which is dedicated to preserving the memory of four local young women whose lives were lost in a car accident because of a drunk driver. The vision of the Precious Gems Memorial brings awareness of the perils of drunk driving to the community and helps to fund training local law enforcements on death notifications.

 

DISCUSSION ITEMS

 

Water/Sewer Rate Engineer Review

 

Council previously discussed the water/sewer rate concerns relative to a previous Council’s decision to increase rates.  The Township Engineer was then charged with analyzing the rates relative to the operations to assist with determining an appropriate surplus level and possibly lowering the rates.

 

In addition, previous Council also increased sump pump inspection fees from $25 to $75 dollars.  In reviewing this there was no basis for the increase that the Manager is aware.  The Manager is therefore recommending that Council consider amending the fee back to $50 and extending the certification period from 30 days to 90 days. The extension of time would add value to the fee but also permit inspections to last longer in a market in which closings may be delayed beyond the current certification period.

 

4th of July Event

 

Due to budget cuts, the 2010 and 2011 annual fireworks event was cancelled.  Medford Celebrates Inc. (MCI) was then formed in an effort to fund raise to hold the event.  MCI has announced it has received sufficient contributions/pledges to proceed with the event for 2012.  In addition, the 2011 Council originally consented to alcohol being permitted at the venue should contributions from particularly beer distributors be provided.  The 2012 Council was informed of this upon taking office and sustained that decision. In addition, the Township Attorney has opined if Council continues to consent to permitting alcohol (i.e. beer) for the event the Township park ordinance will need to be amended and a draft is attached for consideration.

 

Memorial Day Grand Marshall

 

It has been the tradition for the Recreation Advisory Board to recommend to the Township Council a citizen to serve as the honorary grand Marshall for the Township’s annual Memorial Day Parade & Ceremony.

 

MYAA Field Use

 

At the 4/26/12 Township meeting, Council discussed the use of the facilities by MYAA as it related to the draft MOA provided to MYAA.  Council directed that feedback by MYAA be requested and provided prior to the next Township meeting.

 

Public Contract Review Task Force Status

 

The Task Force Member(s) will be providing a status update to Township Council.
