RESOLUTION 17-2012

 

APPOINTING RISK MANAGEMENT CONSULTANT

FOR THE BURLINGTON COUNTY MUNICIPAL JOINT INSURANCE FUND

 

            WHEREAS, the Township Council of the Township of Medford has resolved to join the Burlington County Joint Insurance Fund, a self insurance pooling fund, following a detailed analysis; and

            WHEREAS, the Bylaws of said Fund require that each municipality appoint a RISK MANAGEMENT CONSULTANT to perform various professional services as detailed in the Bylaws; and

            WHEREAS, the Bylaws indicate a fee not to exceed six percent (6%) of the Municipal Assessment which expenditure represents reasonable compensation for the services required and was included in the cost considered by the Governing Body; and

            WHEREAS, there exists, in the Township of Medford, a need for a Risk Management Consultant to perform necessary, professional services for the Township; and

            WHEREAS, funds are available for this purpose; and

            WHEREAS, the Local Public Contracts Law (N.J.S.A. 40A:11-1 et. seq.) requires that the resolution authorizing the award on contracts for “Professional Services” without competitive bids and the contract itself must be available for public inspection; and

            WHEREAS, notwithstanding the aforementioned exemption for competitive bidding, the Township Council requested qualifications and proposals for said position and has awarded this contract under a “fair and open process” pursuant to N.J.S.A. 19:44A-20.5 et. seq. and Township Ordinance 2005-16 adopted June 28, 2005 that requires public advertising for contracts for “Professional Services.”

            WHEREAS, proposals were requested for and publicly advertised on November 13, 2011 and opened on November 30, 2011.

 

            NOW, THEREFORE, BE IT RESOLVED, by the Township Council of the Township of Medford, that Hardenbergh Insurance Group of Voorhees, NJ, be and is hereby appointed as the Risk Management Consultant for the Township of Medford, for a period of (1) year, said appointment to expire December 31, 2012.

            BE IT FURTHER RESOLVED, that this appointment and contract is made subject to N.J.S.A. 19:44A-20.5 et. seq. and Medford Township Ordinance 2005-16.

            BE IT FURTHER RESOLVED, the Mayor and Clerk are authorized to execute any contract or further documentation required to effectuate said appointment.

            BE IT FURTHER RESOLVED, that the Notice of Award shall be published in the official newspaper of Medford Township as required by law within ten (10) days of passage of this resolution.
