NOVEMBER 23, 2010
The Medford Township Council Meeting of the above date was convened by
Mayor Martin, followed by the salute to the flag and reading of the Open Public Meetings Act Statement.

MINUTES
Public
Session and Executive Minutes – November 9, 2010
Mrs. Fay moved to table the Public Session Minutes and Executive Session until the December 14, 2010. The motion was seconded by Deputy Mayor Myers.
The motion was affirmatively approved by all Council present.
MANAGER’S REPORT
Mr. Addezio reported on the annual 2009 Crime Statistics from Captain
McIninch stating crime is down which happens with partnership of the police department and the community members.
Mayor Martin thanked the Captain and his staff.
Mr. Addezio presented the bill list for payment.
Mr. Addezio had previously entertained and answered questions with regard to the payment of the bills. There being no further questions, the bill list was approved for payment as presented.
Deputy Mayor Myers moved for approval of the bill list, seconded by Mr. Brown.
The motion was affirmatively approved by all Council present.
ENGINEER’S REPORT
Mr. Walton stated that the engineer’s report is on file with the manager’s office.
SOLICITOR’S REPORT
Mr. Hunt reported that Medford Planning Board had a public hearing last night and discussed potential redevelopment areas. The areas recommended were Rt. 70 Hartford/Rt. 70 and Eayrestown and Stokes and Himmelein.
Mr. Hunt referred to Resolution 246-2010 for the Diesel Power Generator that this is the third time coming up and requires a two third vote.
Mr. Hunt asked that Potential Litigation be added to the Executive Session resolution.
PUBLIC
Mayor Martin asked that Council members and professionals refrain from making comments until the end of the public portion.
Randy Pace, 46 Woodthrush Trail, welcomed Mr. Sander to Council
Mr. Pace
made statements about Mr. Sander being the treasure of the Myers,
Mr. Pace commented on professionals of our town making contributions to the campaign of Lynn, Brown, Myer which he made reference to Bowman and Pennoni.
Mr. Pace stated Mr. Sander attacked Mrs. Fay at a meeting.
Dennis Kildea, 14 Stonehenge Drive requested forming a committee for cost cutting and asked that the governing body make a decision on this request by the end of the year.
Marlene Lieber, 2 LaRue Lane remarked she has lived here for many years and we have a committee for budget and decisions are made without input from the public when it comes to dispatch or trash.
Mrs Lieber would like to know who is running the town.
Mrs. Lieber stated that it seems we have not had a professional or a competent manager for years.
Mrs. Lieber feels moral must be so bad within the departments and we should hire from the outside.
Chuck Deal, 5 Cobbler Court stated the last time he was at a Council meeting was back in September.
Mr. Deal congratulated Mrs. Fay on her election.
Mr. Deal thinks it is up to Council to do Pay to Play.
Chris Buoni, 20 Woodthrush Trail thanked Kathy Burger for taking his call and also Mr. Addezio.
Mr. Buoni asked if the contracts are coming up for the professionals and would like to know how this process is going to work. Mr. Buoni asked if it was going to be an open process.
Christine Balentine, 5 LaRue Lane stated she had come to the Township the other day to get the document for PILOT Program on Medford Crossing.
Mrs. Balentine advised that she was told that there is not document as it is being negotiated.
Mrs. Balentine stated Rick Hunt, Steve Addezio and Kathy Burger are negotiating on behalf of the Township, which none of them live in the Township.
Mrs. Balentine said this is what happened before.
Terri Palmer, Allen Avenue stated that this town is in a lot of trouble.
Mrs. Palmer said she has been coming to the meetings for 10 years and when you come to work you have to leave your personal feelings at the door and you work for the taxpayers.
Mrs. Palmer is disgusted and embarrassed by the school boy stuff going on here.
Mrs. Palmer stated Mr. Sander attacked Mrs. Fay for questioning Mr. Hunt’s fees.
Mrs. Palmer directed comment to Mr. Sander that what he said as he was leaving a prior meeting was wrong.
Mrs. Palmer thanked Mrs. Fay.
Council Comments to Public Portion:
Mrs. Fay commented to Mr. Fenero and Mr. Deal that she will support their ideas.
Mrs. Fay pertaining to Mr. Buoni, as for legal, Mrs. Fay has asked to be part of the process to get multiple attorneys example Human Resources.
Deputy Mayor Myers commented that they take the budget seriously.
Deputy Mayor Myers stated that there is no wheeling or pay to play.
Mr. Brown commented that he would support Mr. Kildea’s suggestion for the budget committee.
Mr. Brown stated in support of Mr. Buoni’s request about RFP’s that it is an open process.
Mr. Sander in reference Marlene Lieber stated that Council ignoring the business development (EDC) and his involvement as related to him being on Planning Board.
Mr. Sander stated that Mrs. Balentine and Ms. Lieber formed a group called Medfordians which Mr. Samost filed a SLAP suit against.
Mayor Martin concurs with the budget committee concept.
Mayor Martin stated that we do have budget concerns and are open with this issue.
Mayor Martin discussed about the residential versus commercial.
Mayor Martin agrees with Mr. Buoni that there should be an open process when it comes to RFP’S.

Resolution 227-2010 “adopting a
corrective plan for the 2009 audit”
Mr. Brown moved for approval of the resolution, seconded by Deputy Mayor Myers.
Mayor Martin opened the meeting for public comments.
There were no public comments.
The motion for approval was duly made, seconded and affirmatively voted upon by all Council present. Mrs. Fay opposed.
Resolution 245-2010 “authorizing
awrd of contract for sludge removal”
Deputy Mayor Myers moved to table the resolution, seconded by Mr. Brown.
Mayor Martin opened the meeting for public comments.

The motion for approval was duly made, seconded and affirmatively voted upon by all Council present.
Resolution 246-2010 “resolution permitting purchase of diesel power generator set through negotiation of contract with vendor”
Deputy Mayor Myers moved for approval of the resolution, seconded by Mrs. Fay.
Mayor Martin opened the meeting for public comments.

Resolution 247-2010 “appointing special counsel for human resource issues”
Mr. Brown moved for approval of the resolution, seconded by Deputy Mayor Myers.
Mayor Martin opened the meeting for public comments.

Resolution 248-2010 “resolution of the township of medford, in the county of burlington, new jersey confirming the detals of the sale of the township’s general obligation bonds, 2010 series c, to the new jersey environmental infrastructure trust and the general obligation bonds, 2010 series d, to the state of new jersey pursuant to the 2010 financing program”
Deputy Mayor Myers moved for approval of the resolution, seconded by Mr. Brown.
Mayor Martin opened the meeting for public comments.
There were no public comments.
The motion for approval was duly made, seconded and affirmatively voted upon by all Council present.
Resolution 249-2010 “resolution of the township of medford, in the county of burlington, new jersey confirming the details of the sale of the township’s general obligation bonds, 2010 series e to the new jersey environmental infrastructure trust pursuant to the 2010 financing program”

The motion to approve was made by Deputy Mayor Myers and seconded by
Mrs. Fay with all Council in agreement.
PUBLIC
Terri Palmer, 30 Allen Avenue, asked Mr. Noll when the Jackson Road Project will start and run from what to point to what point.
Mr. Noll
stated
Randy Pace, 46 Woodthrush Trail, sent each Council member an email about filling Council vacancies.
Mr. Pace advised that a lot of municipalities do this process in the public and encourages that it be done in the open with public participation.
Terri Palmer, 30 Allen Avenue asked who the new Council member is.
Mayor Martin advised her Mr. Sander.
EXECUTIVE SESSION
MEETING
Mayor Martin advised that the purpose of the Executive Session is to discuss Litigation-Medford Village East, Personnel and Potential Litigation.
Resolution 250-2010
“Authorizing Executive Session”
Deputy Mayor Myers moved for approval of the resolution, seconded by Mr. Brown
The motion for approval to adjourn to Executive Session at 9 :15PM was duly made, seconded and affirmatively voted upon by all Council present.
Mayor Martin provided that action may or may not be taken in Executive Session.
RECONVENING OF
MEETING
Mayor Martin reconvened the meeting at 10:35 PM.
ADJOURNMENT
There being no further business, Deputy Mayor Myers moved
that the meeting be adjourned at 10:36 PM seconded by Mrs. Fay with all members
in agreement.
