October 24, 2006 7:30 P.M.
The Medford Township Meeting of the above date was convened by Mayor Post, followed by the salute to the flag and reading of the Open Public Meetings Act Statement.

Due to telecommunications with Deputy Mayor Rudder, the bond ordinance was moved at this time.
RESOLUTION 209-2006 “RESOLUTION OF THE TOWNSHIP OF MEDFORD, IN THE COUNTY OF BURLINGTON, NEW JERSEY PROVIDING FOR THE ISSUANCE AND SALE OF THE TOWNSHIP’S GENERAL OBLIGATION BONDS, SERIES 2006 CONSISTING OF GENERAL IMPROVEMENT BONDS AND WATER/SEWER UTILITY BONDS AUTHORIZED BY BOND ORDINANCES HERETOFORE ADOPTED TO FINANCE VARIOUS GENERAL IMPROVEMENTS IN THE TOWNSHIP; AND PROVIDING FOR THE FORM, MATURITY DATE AND SALE TO THE BURLINGTON COUNTY BRIDGE COMMISSION AND PROVIDING OTHER DETAILS WITH RESPECT TO SAID BONDS”
Mr. Urban moved for approval of the resolution, seconded by Deputy Mayor Rudder.
Mayor Post opened the meeting for public comments.

The motion for approval was duly made, seconded and affirmatively voted upon by all Council present.
MINUTES
Public Session and Executive Session Minutes – October 10, 2006
Mr. Brown moved for approval of the Public Session and Executive Session minutes of October 10, 2006. The motion was seconded by Mr. Urban.
Roll call vote for approval as follows: Mr. Brown, aye, Mr. Urban, aye, Deputy Mayor Rudder, aye, and Mayor Post, aye.
MANAGER’S REPORT
1. Swearing in of Sergeant Waterman, Patrolman Michael Verwey and Christopher Walsh
Chief Kehoe recognized Lt. Howard Black and thanked him for his 25+ years of service with the Medford Police Department and wished him all the best in his new endeavor. He will be truly missed by all.
Chief Kehoe promoted Patrolman Waterman to Sergeant and recognized all his accomplishments.
Chief Kehoe swore Patrolman Michael Verwey and Patrolman Christopher Walsh into the Medford Township Police Department giving a synopsis on both individuals.
Chief Kehoe explained that they where allowed to add two more officers due to the grant they had received from Motor Vehicle, one officer will be on site at the Motor Vehicles at all times.
Family and friends were all in attendance to congratulate them all in their endeavors along with some of the Medford Township officers.

2. Correction to Recycling Grant Money Received
Mr. Achey had advised council on the grant money that they had received this year and had shown what grants where received previously. This year was the largest amount received in grant money. Council wants to thank Judy Scherf, from Public Works, for a job well done.
ENGINEER’S REPORT
Mr. Noll had advised that The 2006 Road Program for Knotty Oak Drive will begin a week from Monday and should be done by the second week of November.
The Fairview Road paving will commence week of October 30th, 2006. The road will be closed for one week.
Council requested the public be notified.

RESOLUTION 207-2006 “AUTHORIZING AWARD OF CONTRACT FOR RENOVATIONS TO CRANBERRY HALL”
Mr. Brown moved for approval of the resolution, seconded by Mr. Brown.

RESOLUTION 208-2006 “RESOLUTION SUPPORTING BURLINGTON COUNTY QUESTION #1”
Mayor Post moved for approval of the resolution, seconded by Mr. Urban.

RESOLUTION 210-2006 “AMENDING THE TOWNSHIP OF MEDFORD 2006 YEAR MUNICIPAL BUDGET BY THE INSERTION OF A SPECIAL ITEM OF REVENUE AND APPROPRIATION FROM THE STATE OF NEW JERSEY, DEPARTMENT OF LAW AND PUBLIC SAFETY, DIVISION OF HIGHWAY TRAFFIC SAFETY “AGGRESSIVE DRIVER GRANT”
Mr. Urban moved for approval of the resolution, seconded by Mr. Brown.

RESOLUTION 211-2006 “OBJECTING TO NEW JERSEY SALES TAX EXTENSION FOR LOCAL GOVERNMENT SERVICES”

RESOLUTION 212-2006 “APPOINTING ACTING CONSTRUCTION CODE OFFICIAL”
Mayor Post moved for approval of the resolution, seconded by Mr. Brown.

RESOLUTION 213-2006 “PROHIBITING VEHICLES TO MAKE LEFT TURN MOVEMENTS INTO AND OUT OF STEPHEN’S RISE FROM ROUTE 70 AND LEFT TURN MOVEMENTS INTO AND OUT OF CARL’S WAY FROM ROUTE 70.”
Mr. Urban moved for approval of the resolution, seconded by Mr. Brown.

1. Solicitation on Roadway Permit – Medford/Vincentown Rotary
Mr. Brown moved to permit the above Roadway Permit, seconded by Mr. Urban with all members of Council in agreement.
PUBLIC
Terri Palmer, Allen Avenue had asked what entailed being on the Traffic Advisory Committee and stated that she was interested in being on the committee.
Council had advised Mrs. Palmer to submit a resume to Mr. Achey at the Township Office.
Mr. Brown moved to close the public portion of the meeting, seconded by Mr. Urban.
