            The Medford Township Meeting of the above date was convened by Mayor Rudder, followed by the salute to the flag and reading of the Open Public Meetings Act Statement.

            MINUTES

 

            Public Session Minutes – September 25, 2007

 

            Mr. Myers moved for approval of the Public Session minutes of

September 25, 2007.  The motion was seconded by Mr. Brown.

 

            Roll call vote for approval as follows:  Mr. Brown, aye, Mrs. Post, aye, Deputy Mayor Myers, aye, and Mayor Rudder, aye.

 

            MANAGER’S REPORT - Katherine Burger

 

            1.  Presentation of certificates to CERT - Community Emergency Response Team

 

           Lieutenant Jeffrey Wagner addressed the Council and others present regarding the recent class held to train individuals who can be of service when emergencies occur in Medford Township.  The team was already called upon for their assistance when high winds caused a power outage in the Hoot Owl Development.  The members went door to door to advise the residents of the situation.  They were well received by the homeowners.

 

 

 

The following people were credited for their assistance in the training of these individuals:

Chief James Kehoe, Chief of Police

Mr. Myers expressed his personal thanks to Lieutenant Wagner for a job well done.

 

Lt. Wagner said the success of the program is due to the good people with whom he has been working.

 

Mayor Rudder thanked the staff and volunteers from the state, county and local level for their contribution to this program.

 

Congratulations were extended to these recipients for their dedication and hard work in obtaining this certification.

Ms. Burger presented the bill list for payment.

 

Questions had previously been entertained and answered with regard to the payment of the bills.  There being no further questions, the bill list was approved for payment as presented.

 

            ENGINEER’S REPORT

 

            Mr. Noll stated that Resolution 167-2007 for the 2007 Road Program is on tonight’s agenda.  Barnstable Drive, Meadowbrook Lane, Louisiana Court and Kansas Court are scheduled for paving under this program.                         

 

 

SOLICITOR’S REPORT

 

            NONE

 

            PUBLIC

 

            1.  Stephanie Jobes, 17 Pointe View Drive, inquired what the noise ordinance contained.  She expressed her serious concern regarding noise which starts around 6:00 A.M. each morning from construction equipment and trucks which are parked in the area.  Ms. Jobes feels the value of the homes in the area will be affected as well as the disturbance to the peace and quiet of the homeowners.  She inquired what can be done to help alleviate this problem.

 

            Mayor Rudder assured her that her concern is currently being addressed.  Mayor Rudder stated that there have been similar complaints from other residents in that neighborhood.     

 

             ORDINANCES FOR INTRODUCTION

ORDINANCES FOR PUBLIC HEARING

 

            ORDINANCE 2007- 23 “AMENDING §71-22 OF THE CODE OF THE TOWNSHIP OF MEDFORD ENTITLED “FEES AND LICENSES                       

 

            Mr. Myers moved for adoption of the ordinance, seconded by Mr. Brown.

 

            Mayor Rudder opened the meeting to the public.

 

            There were no public comments.

 

             Mr. Brown moved to close the public hearing, seconded by Mr. Myers.

 

            Roll call vote to close the public portion as follows:         Mr. Brown, aye, Mrs. Post, aye, Deputy Mayor Myers, aye, and Mayor Rudder, aye.

            RESOLUTIONS

 

            RESOLUTION 165-2007 “AUTHORIZING STATE CONTRACT PURCHASES”

           

Mr. Brown moved for approval of the resolution, seconded by Mr. Myers.

 

            Mayor Rudder opened the meeting for public comments.

 

            There were no public comments.

 

            The motion for approval was duly made, seconded and affirmatively voted upon by all Council present.

 

            RESOLUTION 166-2007 “APPROVING REQUEST FOR FINAL RELEASE OF MAINTENANCE GUARANTEE, MEDFORD INDUSTRIAL PARK, SPR-5510F

           

Mr. Myers moved for approval of the resolution, seconded by Mr. Brown.

 

            Mayor Rudder opened the meeting for public comments.

 

            There were no public comments.

 

            The motion for approval was duly made, seconded and affirmatively voted upon by all Council present.

 

            RESOLUTION 167-2007 “AUTHORIZING AWARD OF CONTRACT 2007 ROAD PROGRAM

           

Mr. Brown moved for approval of the resolution, seconded by Mr. Myers.

 

            Mayor Rudder opened the meeting for public comments.

 

            There were no public comments.

 

            The motion for approval was duly made, seconded and affirmatively voted upon by all Council present.

 

COMMUNICATION

 

            Mr. Brown advised that a meeting regarding the gypsy moth issue will be held on, Wednesday, October 10, 2007 at 7:30 P.M. at the Public Safety Building.

           

            OLD BUSINESS

 

            NONE

 

            NEW BUSINESS

 

            1.  Medford-Vincentown Rotary Club - Solicitation Roadway Permit for October 20 & 27.

 

            Mr. Myers moved to approve the application for the roadway permit, seconded by Mrs. Post with all Council in agreement.

 

            2.  Union Fire Company (Station 251) - Volunteer – Michael McDonald

 

            Mr. Myers moved to approve the application for the volunteer fireman, seconded by Mr. Brown with all Council in agreement.

 

            PUBLIC

           

            NONE

 

            Mr. Myers moved to close the public portion of the meeting, seconded by Mr. Brown. 

 

            The motion to close the public portion of meeting was duly made, seconded and affirmatively voted upon by all Council present.

 

EXECUTIVE SESSION MEETING

 

            Resolution 168-2007 “Authorizing Executive Session”

           

            Mr. Heinold advised that there is no need to move to Executive Session tonight.

 

            Mayor Rudder asked for a motion to table the resolution for Executive Session

 

Mr. Myers moved to table Resolution 169-2007 for Executive Session, seconded by Mr. Brown, with all members in agreement. 

 

            ADJOURNMENT

 

            There being no further business, Mrs. Post moved that the meeting be adjourned at 7:50 P.M., seconded by Mr. Brown with all members in agreement.
