            The Medford Township Meeting of the above date was convened by Mayor Rudder, followed by the salute to the flag and reading of the Open Public Meetings Act Statement.

            Public Session and Executive Session Minutes  – March 27, 2007

 

            Deputy Mayor Myers moved for approval of the Public Session and Executive Session minutes of March 27, 2007.  The motion was seconded by Mr. Brown.

 

            Roll call vote for approval as follows:  Mr. Brown, aye, Mrs. Post, aye, Mr. Urban, aye, Deputy Mayor Myers, aye, and Mayor Rudder, aye.

 

            MANAGER’S REPORT

 

1.   Proclamation for Autism Awareness Month 2007         

 

      2.   Proclamation for Contact Celebrating 35 Years

 

      3.   Proclamation for Child Abuse Prevention Month

 

            Mayor Rudder read the above proclamations which he stated are all important issues.  No one was present to accept the proclamations.

 

 

 

 

 

 

      4.   Bill List

 

Mr. Achey presented the bill list for payment.

 

Mr. Achey had previously entertained and answered questions with regard to the payment of the bills.  There being no further questions, the bill list was approved for payment as presented.

            Resolution 80-2007

 

            Mayor Rudder requested a motion to hear Resolution 80-2007 at this point in the agenda.

 

            Mr. Brown moved to hear Resolution 80-2007 at this time, seconded by Deputy Mayor Myers with all Council in agreement.

 

            RESOLUTION 80-2007 “TEMPORARY CAPITAL BUDGET

           

Mrs. Post moved for approval of the resolution, seconded by Mr. Brown.

 

            Mayor Rudder opened the meeting for public comments.

 

            There were no public comments.

            ORDINANCE 2007-7 “AMENDING §71-22 OF THE CODE OF THE TOWNSHIP OF MEDFORD ENTITLED:  “FEES AND LICENSES

                       

            Deputy Mayor Myers moved for approval of the ordinance, advertisement and set date of May 8, 2007 for public hearing, seconded by Mr. Urban.

 

            Roll call vote for approval as follows: Mr. Brown, aye, Mrs. Post, aye, Mr. Urban, aye, Deputy Mayor Myers, aye, and Mayor Rudder, aye.

             

            ORDINANCE 2007-9 “BOND ORDINANCE AUTHORIZING THE COMPLETION OF VARIOUS UTILITY CAPITAL IMPROVEMENTS FOR THE TOWNSHIP OF MEDFORD, COUNTY OF BURLINGTON, NEW JERSEY; APPROPRIATING THE SUM OF $3,478,658 THEREFOR; AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS OR BOND ANTICIPATION NOTES OF THE TOWNSHIP OF MEDFORD, COUNTY OF BURLINGTON, NEW JERSEY IN THE AGGREGATE PRINCIPAL AMOUNT OF UP TO $3,456,267; MAKING CERTAIN DETERMINATIONS AND COVENANTS; AND AUTHORIZING CERTAIN RELATED ACTIONS IN CONNECTION WITH THE FOREGOING

            ORDINANCE 2007-10 “BOND ORDINANCE AUTHORIZING THE COMPLETION OF VARIOUS UTILITY CAPITAL IMPROVEMENTS AND ACQUISITION OF VARIOUS PIECES OF CAPITAL EQUIPMENT IN AND FOR  THE TOWNSHIP OF MEDFORD, COUNTY OF BURLINGTON, NEW JERSEY; APPROPRIATING THE SUM OF $2,592,715 THEREFOR; AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS OR BOND ANTICIPATION NOTES OF THE TOWNSHIP OF MEDFORD, COUNTY OF BURLINGTON, NEW JERSEY IN THE AGGREGATE PRINCIPAL AMOUNT OF UP TO $2,344,329; MAKING CERTAIN DETERMINATIONS AND COVENANTS AND AUTHORIZING CERTAIN RELATED ACTIONS IN CONNECTION WITH THE  FOREGOING

            ORDINANCE 2007-11 “BOND ORDINANCE AUTHORIZING  VARIOUS INFRASTRUCTURE IMPROVEMENTS TO THE SEWAGE TREATMENT PLANT IN THE TOWNSHIP OF MEDFORD, COUNTY OF BURLINGTON, NEW JERSEY; APPROPRIATING THE SUM OF $2,245,000 THEREFOR; AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS OR BOND ANTICIPATION NOTES OF THE TOWNSHIP OF MEDFORD, COUNTY OF BURLINGTON, NEW JERSEY IN THE AGGREGATE PRINCIPAL AMOUNT OF UP TO $2,245,000; MAKING CERTAIN DETERMINATIONS AND COVENANTS; AND AUTHORIZING CERTAIN RELATED ACTIONS IN CONNECTION WITH THE  FOREGOING

            Mr. Urban moved for adoption of the ordinance, seconded by Mr. Brown.

 

            Mrs. Post announced she would be abstaining from the vote on this ordinance, since she was unavailable to vote on the first reading.

 

            Mayor Rudder opened the meeting to the public.

 

            There were no public comments.

 

             Deputy Mayor Myers moved to close the public hearing, seconded by Mr. Brown.

 

            Roll call vote to close the public portion as follows:         Mr. Brown, aye, Mrs. Post, abstain, Mr. Urban, aye, Deputy Mayor Myers, aye, and Mayor Rudder, aye.

            Mr. Brown moved for adoption of the ordinance, seconded by Mr. Urban.

            RESOLUTION 79-2007 “RESOLUTION OF THE TOWNSHIP COUNCIL OF THE TOWNSHIP OF MEDFORD, COUNTY OF BURLINGTON, NEW JERSEY, AUTHORIZING THE SUBMISSION OF AN APPLICATION TO THE NEW JERSEY LOCAL FINANCE BOARD PURSUANT TO N.J.S.A. 58:11b-9(a) AND N.J.S.A. 40A:2-26(e)

           

 Mrs. Post moved for approval of the resolution, seconded by Deputy Mayor Myers.

 

            Mayor Rudder opened the meeting for public comments.

            RESOLUTION 81-2007 “RESOLUTION AUTHORIZING EXECUTION OF INTERLOCAL SERVICES AGREEMNENT WITH LENAPE REGIONAL HIGH SCHOOL DISTRICT

           

Deputy Mayor Myers moved for approval of the resolution, seconded by Mr. Brown.

 

            Mayor Rudder opened the meeting for public comments.

 

            There were no public comments.

 

            The motion for approval was duly made, seconded and affirmatively voted upon by all Council present.

 

            RESOLUTION 82-2007 “RESOLUTION AUTHORIZING ADJUSTMENT OF 2006 PROPERTY TAX, BLOCK 6501.05, LOT 24

           

 Mr. Brown moved for approval of the resolution, seconded by Mr. Urban.

 

            Mayor Rudder opened the meeting for public comments.

 

            There were no public comments.

 

            The motion for approval was duly made, seconded and affirmatively voted upon by all Council present.

 

            RESOLUTION 83-2007 “RESOLUTION APPROVING 2007 EMERGENCY TEMPORARY BUDGET

           

 Mr. Urban moved for approval of the resolution, seconded by Mrs. Post.

 

            Mayor Rudder opened the meeting for public comments.

 

            There were no public comments.

 

            The motion for approval was duly made, seconded and affirmatively voted upon by all Council present.

 

COMMUNICATION

 

            Mr. Urban communicated that the open house for the Medford Senior Center will be held on Friday, April 13, 2007, with the ribbon cutting scheduled for 4:00 P.M.

            NEW BUSINESS

 

            Union Fire Company (Station 251)

 

            1.  Volunteer Firefighter Application – Brian Warrick

 

            Mrs. Post moved to accept the above application for volunteer firefighter, seconded by Deputy Mayor Myers with all members in agreement.

            NONE

           

            Deputy Mayor Myers moved to close the public portion of the meeting, seconded by Mr. Brown. 

 

            The motion to close the public portion of meeting was duly made, seconded and affirmatively voted upon by all Council present.

 

EXECUTIVE SESSION MEETING

 

            Mayor Rudder advised that the purpose of the Executive Session is to discuss litigation and land acquisition issues. 

 

            Resolution 84-2007 “Authorizing Executive Session”

 

Deputy Mayor Myers moved for approval of the resolution, seconded by Mr. Brown 

 

            The motion for approval to adjourn to Executive Session at 7:43 P.M. was duly made, seconded and affirmatively voted upon by all Council present.

 

            Mayor Rudder provided that action may or may not be taken in Executive Session.

 

            RECONVENING OF MEETING

 

            Mayor Rudder reconvened the meeting at 7:48 P.M.

 

            He reported there had been no discussion and no action had taken place in Executive Session.

 

            ADJOURNMENT

 

            There being no further business Mr. Brown moved that the meeting be adjourned at 7:50 P.M., seconded by Mr. Urban with all members in agreement.
